Recreational Angling

Coarse Fishing:


As an angler it is most important for you to know that anyone aged 12 years or over who fishes for salmon, trout, freshwater fish or eels in England and Wales must have an Environment Agency Rod Fishing Licence.
A rod licence is a statutory requirement (in other words it is required by law) and entitles the licensee to use a rod and line to fish. Rod licences are issued by the Environment Agency. They differ from permits (often referred to as tickets or day tickets) which give permission to fish a particular water or waters and are issued by fishery owners, angling clubs and so on.

Licence Applications

Apply - Fishing Rod Licence - Applications can be made to the Environment Agency for one of the following licences:
  • Full Season
  • Junior Licence
  • 8-day Licence
  • 1-day Licence
Licences can also be purchased from any Post Office in England and Wales.

Rod Fishing:


Fishing is prohibited within any part of the enclosed harbours or from any vessel in the enclosed harbour (see Harbour Bye laws).  However, there are plenty of locations to fish to seaward from the harbour piers and breakwaters:
  • Torquay Harbour
    Fishing is permitted on the seaward side of Princess Pier and Haldon Pier.  Fishing is not peritted over the fairway.
  • Paignton Harbour
    Fishing is permitted on the seaward sides of North Quay and East Quay and not over the fairway or entrance to the harbour.  Fishing is not permitted in the enclosed harbour.
  • Brixham Harbour
    Angling is permitted on Brixham Breakwater to the seaward side.  However, fishing is not permitted towards the enclosed harbour.
