Loft and Cavity Wall Insulation

Torbay Council has worked in partnership with Local Authorities across Devon to develop the Cosy Devon scheme. The scheme offers ALL homeowners and private tenants in Torbay cavity wall or loft insulation, regardless of income.
How much will it cost?
Everyone is eligible for a substantial discount on loft and cavity wall insulation, and if you are over 70 or in receipt of certain benefits you can have the work done for free.

Warm Front
The Warm Front Scheme is a separate scheme to the Devon Warm Zones. It provides a package of insulation and heating improvements up to the value of £3,500 (or £6,000 if oil central heating is recommended). It is a Government-funded initiative and the scheme is managed by eaga.
If you own your own home or rent it from a private landlord, you may be eligible for a grant under the Warm Front Scheme.
£300 heating rebate scheme
If you do not qualify for a Warm Front Grant because you do not receive a relevant benefit, you may still be eligible for a £300 rebate.
This rebate is available to all householders aged 60 or over who own their home or rent it from a private landlord, who either have no central heating system or one which is inoperable.

Low Carbon Buildings Programme
The Low Carbon Buildings Programme is a Central Government run scheme that offers grants to encourage home owners to install renewable energy technologies.
