Sustainability Appraisal

The role of Sustainability Appraisal

Under the new planning system, it is a requirement for the Development Plan Documents (DPDs) which comprise the Local Development Framework (LDF) to be accompanied by a Sustainability Appraisal (SA). This process will ensure that environmental, social and economic effects of the DPDs will be considered during document preparation.  

Sustainability Appraisal process

Torbay Council is carrying out the sustainability appraisal work in-house, and is incorporating the requirements of the Strategic Environmental Assessment (SEA) Directive within the broader Sustainability Appraisal process. There are five stages identified in the appraisal process, outlined below.
  • Stage A: Setting the context and objectives, establishing the baseline and deciding on the scope
  • Stage B: Developing and refining options and assessing effects
  • Stage C: Preparing the Sustainability Appraisal Report
  • Stage D: Consulting on the preferred options of the DPD and SA Report
  • Stage E: Monitoring the significant effects of implementing the DPD

Sustainability Appraisal consultation

Consultation is an important part of the Sustainability Appraisal process and Torbay Council welcomes any feedback that you may have in regard to these documents. The following stages offer opportunities for you to get involved in the process:
  • Stage A: Scoping Report
  • Stage B: Sustainability Appraisal of the Growth Options
  • Stage D: Detailed appraisal of the Preferred Option
When each document is adopted at the end of the process, a report will be produced which outlines how the sustainability appraisal process and the associated consultation has influenced the plan.

Appraisal work carried out so far

The LDF documents are at different stages of the sustainability appraisal process.  A brief outline of what is involved for each document is given below:
  • Torbay Core Strategy DPD: Sustainability Appraisal Scoping Report is out for Statutory Consultation in May-June 2009.  Sustainability Appraisal of the Growth Options will be consulted on in Summer/Autumn 2009.
  • Torquay Harbour Area Action Plan DPD: Sustainability Appraisal of the Issues and Options, April 2006.  Sustainability Appraisal Full Report will be consulted on in Summer/Autumn 2009.
  • Planning Contributions and Affordable Housing SPD: Sustainability Appraisal Full Report, February 2008.
  • Greenspace Strategy SPD: Sustainability Appraisal Full Report, November 2006.
  • Urban Design SPD: Sustainability Appraisal Full Report, February 2007.
  • Yalberton Road, Paignton Planning Brief SPD: Sustainability Appraisal of the Issues and Options, July 2006.
  • Great Parks, Paignton Phase 2 Planning Brief SPD: Sustainability Appraisal of the Issues and Options, July 2006.
