Tackling climate change has been placed at the top of the policy agenda in the UK and the importance of action at a local level has been highlighted in the recent Local Government White Paper. Every resident and business of Torbay, including Torbay Council, will have to play their part if the UK is to meet its ambitious carbon dioxide reduction targets. These are to reduce emissions of carbon dioxide by 30% by 2020 and 60% by 2050 from 1990 levels.
Torbay Council has recently completed the Local Authority Carbon Management Programme with asssistance from the Carbon Trust. Torbay Council now has an adopted Strategy and Implementation Plan (see Related Documents) to reduce the annual carbon emissions created by local authority operations by a minimum of 20% by 2012.
The scope of the Programme includes the carbon emissions produced by offices, schools, libraries, street lighting, fleet vehicles, business travel and staff commuting patterns.
By implementing ‘spend to save’ initiatives there is great scope to make significant financial savings, safeguard the Council against future rises in energy prices, and mitigate climate change. Torbay Council intends to invest £2.2 million in carbon reduction measures between 2008 and 2012. These measures will return their investment cost within the same period and provide cost savings each year thereafter.
