The Council is required to establish a 'Schools Forum' which is consulted on the following matters set out in the Schools Forums (England Regulations 2002):
- The schools funding formula and the financial effects of any changes to the formula
- The terms of any proposed contracts for supplies and services to be paid out of the schools budget; and
- Other financial issues relating to schools such as the allocation of grants, insurance, school meals or changes to the scheme of financing schools
In accordance with Regulations 13 and 25 of the School Finance (England Regulations 2006) the Schools Forum may:
- Agree increases to the Central Expenditure Limit, and
- Approve proposals to vary the minimum funding guarantee for up to 50% of school
The Torbay Schools Forum has 23 members (16 school representatives – governors and Headteachers and 7 non-school representatives - church, early years etc…)
