Truancy

The Education Welfare Service supports Torbay schools in their efforts to ensure that every child of statutory school age benefits from the educational opportunities provided.  The Service does this by working with schools and other agencies to remove barriers to good attendance.

Every parent has a statutory responsibility to ensure that their child receives a suitable education. If a parent is failing in their responsibilities (as set out in the Education Act 1996) the Education Welfare Service has the delegated power to initiate court proceedings.

The maximum penalty is 3 months imprisonment and / or a £2500 fine.

From September 2004 the LA plans to issue Penalty Notices to those parents of children who have a pattern of unauthorised absence (truancy) from school, including being absent due to a term-time holiday not agreed by the school.
