Youth Support

The new Integrated Youth Support Services (IYSS) in Torbay went live in April 2008. This new service aligns a range of funding streams and resources for young people, to provide a fully integrated service with the aim of improving outcomes for young people.
The organisations involved include:
  • Connexions
  • Youth Services
  • Young Peoples Substance Misuse
  • Youth Offending Team
  • Fire Service
  • Health (Torbay Care Trust) including CAHMS
  • Voluntary agencies
Models of governance and delivery were developed in consultation with staff, partner agencies and young people.
The Youth Matters green paper published in 2005 and the subsequent Youth Matters Next Steps in 2006 demanded a reshaping of current support services for young people, and required the Local Authority to create an Integrated Youth Support Service (IYSS) by 2008.
The four key elements for the new service as described in Youth Matters are:
  • Empowering young people – ensuring they are engaged in shaping the services they receive and providing more things to do, places to go and someone to talk to.
  • Making a contribution – encouraging more young people to volunteer and become involved in their communities.
  • Supporting Choices – providing better information, advice and guidance to help young people make more informed choices.
  • Reforming targeted support – providing better and more personalised intensive support for those young people with the greatest need.
The IYSS contribute to the Every Child Matters outcomes, and will be measured and monitored against them.  To develop and shape this new service, a small working group (comprised of senior managers from key agencies providing a service to young people) has been meeting on a regular basis throughout 2007 and 2008. It is our intention to build on the best of what is currently available locally, with a view to providing a more flexible approach to service delivery, in accordance with the wishes of young people, ensuring swift and easier access to services and support, avoiding duplication of effort in the process.  
A young people’s version of the IYSS Strategy has been produced in partnership with Engaged - a group of local young people.
