A milestone was reached in the development of joint working for the benefit of Torbay with the inaugural meeting of the Torbay Strategic Partnership at Cockington Court on Tuesday, 21st September 2004.  

Councillor Harris, the Leader of Torbay Council was elected as Chairman of the Partnership.  The Partnership agreed its constitution and discussed how it would work with local ward partnerships to support the vision of the Community Plan - a healthy and prosperous community living, learning and relaxing in a safe and beautiful bay.

The meeting followed the launch of the Partnerships Torbay Community Plan, which sets out the principles and action plan for the body along with resources and accountability.  The plan is aimed at improving the quality of life in Torbay and has been developed in consultation with a wide range of public, private and voluntary sector agencies in the area.

The Torbay Community Plan was launched at Occombe Farm in Preston and a commemorative tree was planted.

The original twelve members of the Partnership are set out below:

  • Cultural Partnership - John Clamp
  • Devon and Cornwall Constabulary - Chief Superintendent Liam McGrath
  • Executive Member for Learning and Cultural Services - Councillor Chris Lomas
  • Safer Communities Torbay - Chief Inspector Carl Langley
  • Torbay Council - Councillor Chris Harris (Chairman)
  • Torbay Council - Councillor Nick Bye
  • Torbay Development Agency Ltd - Peter Bushell
  • Torbay Environment Forum - Dominic Acland
  • Torbay Housing Partnership - Julian Tuck
  • Torbay Partnership Committee - Andrea Colborne
  • Torbay Primary Care Trust - Peter Colclough
  • Torbay Voluntary Service - Carol Schneider

Ward Partnerships Background

On Wednesday 1st October 2003 Community Police Officers (Neighbourhood Beat Managers) met with Ward Councillors to agree the development and structure of future Ward Partnership Meetings.  It is planned that the meetings will become regular fixtures and involve other members of the community.
