Aims and Objectives

Vision

'To promote the wellbeing of children through the integration of children's services by the setting of standards, clarity of accountability and monitoring of performance'.

Aims

To strategically plan and deliver better co-ordinated services for Children and Young People by leading the co-ordinated Children's Services Plan, National Services Framework and integration with all other relevant plans for Torbay.

The Strategic Partnership will be accountable to the Torbay Local Strategic Partnership, Torbay Partnership Committee and individual agencies.

Priorities

To establish a project management approach for the integration of Children's Services in Torbay.

To establish the partnership as the overarching, strategic, co-ordinating body in planning and delivery of services for children and young people in Torbay in accordance with the Government's Green Paper 'Every Child Matters'

  • To act  as the route for joint agency endorsement of integrated plans
  • To identify local need priorities and national objectives and set local targets
  • To provide vision and strategic leadership for the development of integrated services
  • To establish the authority to effect change directly or through funding, policy and procedures
  • Through an open and transparent process of consultation
  • To provide support and leadership in promoting external funding opportunities
  • To ensure the implementation of the Children's National Service Framework

Functions

Take on current functions such as:

  • Children's Fund Partnership
  • Lead CAMHS Strategy
  • Children in Need Panel Steering Group
  • Sure Start Strategic Group
  • The role of 'trouble shooting' to ensure groups work effectively together and deliver services that respond to local need
  • Influence spending and investment
  • Develop integrated approaches to developing policy and procedures
  • Co-ordinate audit of local need and service standards

Recommended new Functions will include:

  • Integrated Disability Steering Group
  • Connexions Partnership Steering Group
