A Local Public Service Agreement (LPSA) is a voluntary agreement negotiated between a local authority and the Government. The overall aim of LPSAs is to improve the delivery of local public services by focusing on targeted outcomes with support from Government. LPSAs were piloted with 20 authorities starting in late 2000. This pilot was well received and a rollout to all upper tier authorities began in September 2001.
Torbay Council and the Government have made this Local Public Service Agreement (Local PSA) with the intention of further improving the services to local people that Torbay Council provides. This agreement covers the period April 2004 to March 2007.
