Mayoral Vision Programme

Welcome to the Mayors Vision Information Page. Torbay like many places faces extra-ordinary challenges over the next two decades. These range from the global - climate change, rises in sea levels and dramatic changes in the lifestyles of its citizens, to the more localised issues - a buoyant South West economy, and its resultant pressure for growth - more homes, more people, more traffic! Torbay must embrace change if it is to survive; it must face up to the challenges ahead but at the same time be mindful and respectful of the things that make it a special place.
Torbay Council, TDA, the Strategic Partnership and more specifically the Mayor have begun the process of mapping out the future. The Community Plan describes a vision to drive forward economic prosperity based upon four key themes:
  • Pride in the Bay;
  • Stronger Communities;
  • Learning and Skills for the future
  • And underpinning it all, the New Economy
The Vision and the themes that underpin it will help shape all manner of projects and initiatives. Using New Growth Points funding Torbay Council, Torbay Development Agency and the South West Regional Development Agency appointed Exeter-based master planning and urban regeneration specialists LDA Design to develop the Mayors vision into a series of projects and initiatives that can meet the objectives of the vision and the Community Plan. The particular emphasis of their work is to demonstrate how those projects can shape the future built environment in Torbay.

Progress Undertaken

February 2008 saw the launch of the New English Riviera Action Framework Plan and Vision, these documents showcased 19 transformational projects showing the potential of regeneration concepts in the Bay. Since the publication of the documents 4 further projects have been included in the Mayors Vision.
We are delighted with the response to these documents and have met with well over 50 Developers or their agents interested in working with the Authority to regenerate the Bay.  Further expressions of interest can be registered on the form.

Latest News

Various public events have been held seeking feedback on the Mayors Vision, thank you for your valuable feedback. Work has commenced on some of the projects.
Brixham Fishmarket project is well underway, Phase 1 consisting of the construction of the new deck and associated infrastructure to support the new fish market is due to complete March 2009. Phase 2 the new fish market will commence after completion of Phase 1 and is likely to take approximately 60 weeks.
Brixham Town Centre development is progressing well, along with the Civic Hub project for refurbished offices, shops and restaurants in the town hall and associated car park area. Work is progressing on the Riviera International Conference Centre and Oldway, various press releases have been announced on the individual projects.
