The Boundary Committee for England is a statutory committee responsible for conducting structural, boundary and electoral reviews of English local authorities.
A structural review examines whether county councils and district councils within one area (known as a two tier system) could become one or more authorities servicing the whole area, known as a unitary council such as Torbay.
Torbay and Plymouth are the only existing unitary authorities in Devon whilst all other areas are under a two tier system.
The Boundary Committee is currently looking at proposals for a unitary model to replace the current two tier system in Devon.
As part of this structural review in Devon there may be implications for the boundaries of Torbay and Plymouth if a modification of them provides the best solution for Devon.
Torbay Council is currently looking at possible proposals that Torbay Council may wish to submit to the Boundary Committee whilst bearing in mind that any concepts must work for both Torbay and the rest of Devon.
