Providing independent challenge to ensure children are safe and that they reach their potential is not an easy task. We are looking for an experienced social work manager who will be able to support a team of Independent Reviewing Officers (IROs) to do just that. 

The team chair both Child Protection Conferences and Looked after Reviews and provide a high level of professional questioning and challenge to ensure that the plans for children and young people are robust and timely. The IRO manager is expected to provide quality supervision to ensure that all of the IROs are champions for children. 

You would be part of the Safeguarding and Quality Assurance Service Management team and as such expected to play your part in leading Torbay Children’s Social Care on it’s improvement journey through your day to day actions and working with Operational colleagues to identify and consolidate good practice.

An exciting opportunity has arisen with Torbay Council to become a Senior Natural Environment Officer (Arboriculturalist) to provide professional and technical advice with regard to Arboricultural, landscape, ecological and green infrastructure impacts and opportunities within the Local Authority area. 

Located on the English Riviera, Torbay has three towns Torquay, Paignton and Brixham and is a very diverse Unitary Authority. Torbay Council is proud of its urban Forest.  Torbay’s urban forest was the first to be studied in the UK, Torbay has around 818,000 trees, covering 11.8% of its land area with direct responsibility for trees across parks, highways and housing. These trees have a structural (or replacement) value of around £280 million. The Council own and manage 361 hectares of green space, 92 hectares of woodland and manages over 73 miles of Public rights of way.

The successful applicant will:

  • Act, on behalf of Spatial Planning, as the delegated officer for trees protected by Tree Preservation Orders or Conservation areas; and to provide advice to Spatial Planning with regard to development applications and tree protection
  • The post will be responsible for monitoring the delivery of the Council’s tree works contract, and assist with procurement of new contracts as required. This will be on a strategic and operational level covering all aspects of arboriculture; including routine performance management and audit of tree work and inspections, to ensure the care and safety of Council-owned trees; reviewing and updating procedures for all proactive and reactive surveys and tree work; handling claims of damages caused by tree root ingress or other; coordinate tree planting in response to memorial enquiries but also for proactive tree planting
  • You will provide advice to colleagues and project managers on a range of improvement projects on tree related matters i.e. parks improvement projects, green infrastructure projects, highway network improvements, legal services support
  • You will be responsible for managing and reviewing service policies and procedures i.e. the Tree and Woodland Framework, Pollarding Policy; developing outside contracts and Service Level Agreements; this will include proactive income generation to enhance the service. As the lead officer, you will be responsible for the day to day running of the unit covering budget management, complaints and enquiries. You will be able to present briefings to senior managers and Councillors.

About you:

  • You will have a relevant high level qualification (degree or equivalent); Arboriculture, planning, landscape architecture, countryside management, ecology or similar. (National Qualification Framework Level 4 minimum qualification in Arboriculture or equivalent.)
  • Practical knowledge of urban tree management and the latest processes of cyclical tree management and partner working relationships.
  • Working knowledge of the preparation of and practical implementation of the conclusions of Torbay’s i-Tree ecosystems mapping project.
  • Knowledge of at least one specific form of tree risk management technique
  • Expert tree species identification skills and ability to prescribe best practise planting to ensure rapid tree establishment.
  • Advanced knowledge within the discipline of general tree health, including identification of pests and diseases, production of plant health care programmes and ongoing development and advocacy of best practise for the management of health and safety issues that may arise as a consequence of outbreaks of disease.
  • You will be able to demonstrate your ability to lead a team and offer guidance where problems arise in order to deliver the service and maintain high levels of customer satisfaction. 
  • You will be experienced in dealing with the public, providing advice on projects where tree protection is paramount whilst working to deliver solutions to issues arising in order that the projects can be delivered.
  • You will have experience in the production of contract documentation in line with OJEU processes and will be able to demonstrate a proven track record of contract management and monitoring. 
  • You will be able to demonstrate a sound and comprehensive CPD record of seminars and working groups relevant to arboriculture. 
  • The Council has a long standing licence with Ezytreev tree management software to improve service efficiency and productivity, so experience of working with such systems would be an advantage.For full details of the role and requirements please see the vacancy information.
