Torbay Councils’ Street Scene and Waste, along with the associated plant and vehicle maintenance services are currently provided by a company called TOR2 in partnership with Kier. These services are being brought back under the control of a wholly owned company of Torbay Council from the 1 July 2020. We are therefore seeking to employ the right candidate who has demonstrable experience as a standalone Health, Safety and Environmental officer.

The candidate we are looking for needs to have had previous exposure to a similar role which incorporates controlling the hazards and risks in these work areas. The post is looking to commence early in the New Year and the post holder will play a key role in undertaking due diligence to support the transfer thus ensuring that the new company meets its health, safety and environmental commitments from the first day of operation.

The post holder will be the advising officer to the board on health and safety (including fire) and environmental compliance. The post holder we are looking for will need to have experience of working to recognised management system standards such as BS OHSAS 18001, ISO 45001 and ISO14001 as well as experience of working with enforcement agencies such as the HSE and Environment Agency. Such experience would be a distinct advantage given that this is a standalone post.

The scheduled Transfer of Undertakings (Protection of Employment) Regulations (TUPE transfer) will see the existing staff and equipment transfer over to the new Company on the agreed transfer date. It is expected that all existing risk assessments and risk control measures will also transfer on this date. However, the new business will require the post holder to formulate a number of the other elements of the management system for the new Company including, policies, procedures and governance arrangements.

The post holder will be required to provide assurance to the board on an ongoing basis that the workforce is meeting the required levels of competency through the provision and delivery of a training programme for all levels when the new company takes control. A key task will be to oversee the risk from health hazards and to ensure that the provision of medical assessments and health surveillance are in place for the identified health hazards. The new company will have the benefit of access to the Torbay Council’s SHE Assure H, S & E platform and familiarity with this, or similar software systems, would be an advantage.

We currently have the opportunity for a Community Care Worker post within the Intensive Family Support Service.

IFSS practice is informed by ‘signs of safety’ and is focused to provide an intensive, high quality intensive family support service via planned and crisis response work with families, children and young people, who are at risk of family breakdown.  

Provide intensive support to families with complex and multiple needs, providing a balance between support and enforcement.

Establish good rapport, engagement and relationships with families who are often hard to reach and have been highly resistant to other services, including statutory.

Challenge decisions of other professionals and agencies where appropriate with regards to concerns when meeting the needs/shared outcomes of families.

Make appropriate referrals to other support agencies to address the needs of individuals or families as a whole.

To immediately raise any Child Protection or welfare concerns with the Senior Practitioner/Project Manager prior to making any Children’s Services referrals.

To have a good understanding and application of the types of interventions/models available for working with families, maintaining a flexible and creative approach when engagement is difficult.

This is a challenging role, but the team offers a high level of support and oversight, including regular group and individual supervision. Further training will be available for the successful candidates.

We support a collection of third party packages as well as a number of in-house developed solutions, primarily in a Microsoft Windows environment. These cover the full range from public-facing web applications to back-office desktop solutions.

We are looking for a skilled and experienced candidate equally comfortable in application development as well as the day to day support of existing solutions. You will be capable of working under pressure and managing a range of activities.

Good C# knowledge is essential, ideally coupled with experience of one or more of the following:

  • Visual Studio
  • WPF
  • WinForms
  • MS SQL

The successful candidate will also have experience of supporting business applications based on either MS SQL Server or Oracle database platforms.
