The main objective of Civil Enforcement Officers (CEOs), formerly known as Parking Attendants, is to ensure parking controls are observed and enforced in a fair, accuate and consistent manner. They play a vital role in keeping traffic moving.
Parking restrictions are enforced by issuing Penalty Charge Notices (PCNs) to vehicles that are parked in contravention of the relevant Traffic Regulation Order. These PCNs can be completed either by hand or using a hand-held computer (HHC) and will either be affixed to the vehicle or given to the person who appears to be in charge of it.
There are also three circumstances in which a PCN may be served by post:
- where the contravention has been detected on the basis of evidence from an approved device;
- if the CEO has been prevented from serving the PCN either by affixing it to the vehicle or by giving it to the person who appears to be in charge of that vehicle;
- if the CEO did not have enough time to serve it before the vehicle was driven away.
CEOs are not just there to issue PCNs; they can give directions or advice on various services to members of the public, they can also report concerns such as defective pavements and other environmental issues.
