Whilst most dogs are obedient, well trained and are capable of walking off the lead, Torbay has a Byelaw in place which requires that owners walking their dogs along a road or on a pavement have full control of their dog by having them on a lead. This helps prevent accidents, or a dog running away and becoming lost, if they are startled while out walking off the lead.

It is an offence to walk a dog off the lead along a road or pavement that is designated under the Order. 

If you do walk your dog off the lead along any of the roads listed you could face prosecution.

Walking your dog off the lead, you may be less likely to notice if your dog fouls.  Not noticing is not an excuse for not picking up.  Failing to pick up after your dog will also incur a fine.
