Service Description Torbay Council operates 45 car parks across Torquay, Paignton and Brixham, providing a total of 8,375 spaces. There are also a number of other organisations which provide public car parking facilities in Torbay. Parking services provide parking permits for members of the public and staff. For information regarding the parking of commercial vehicles please contact Parking Services via any of the means published below.

How do I pay a Penalty Charge Notice?

Penalty Charges can be paid in a number of ways. An automated 24 hour Telephone line is available on 01803 207495. Payments can be made online - please see online services above. Postal payments must be sent to Exchequer Services, Town Hall, Castle Circus, Torquay, TQ1 3DR. Payment can be made in person at any of the Council's Connections offices.

How do I challenge a Penalty Charge Notice?

All challenges must be made in writing and should include evidence as appropriate. You should give a reason why you consider the ticket should not have been issued. The Council will consider your case and may then cancel the ticket or reject your complaint. If your complaint is rejected, the Council will issue a Notice to Owner to the owner of the vehicle after 28 days. This will give you the opportunity to formally contest the notice. If your complaint is still rejected at this stage the notification will contain details of your right to appeal to the independant adjudication service. (NPAS)

Can I appeal against the Council?

You may only appeal after representations to the council have been rejected. The Council's rejection letter will give the reasons for not cancelling the Penalty. You can then either pay the full charge or send the completed appeal form to the National Parking Adjudication Service (NPAS), an independent organisation where a lawyer will examine your case. The adjudicator's decision is final and binding on both you and the Council. There is no charge for appealing and the penalty will not increase while your case is being considered. If you have any questions about appealing contact the National Parking Adjudication Service(NPAS) or the Council's Parking Services.
