That a Policy to ban the intentional release of sky lanterns and balloons from land or property owned/controlled by Torbay Council be approved, and that the Policy is implemented through all appropriate measures and controls.

The Assistant Director for Planning and Transport considered an application the addition of a single-storey, 1-bedroom, dwelling house in the southwestern part of the grounds of St Edmunds House which would provide temporary affordable housing for vulnerable people.

Approved subject to the conditions detailed in the Planning Notice.

That;

·         Steve Parrock, Chief Executive of Torbay Council;

·         Kevin Mowat, Director of Place;

·         Liam Montgomery, Director of Asset Management, Investment and Housing; and

·         Phil Black, Culture and Events Service Manager

Be appointed Directors on the Board of the Riviera Internal Conference Centre Company, with affect from 1 April 2020.

That, following the decision of the Council on 27 February 2020, (Minute 122/20 refers), the extension to existing Annual Strategic Agreement between Torbay Council, South Devon and Torbay Clinical Commissioning Group and Torbay and South Devon NHS Foundation Trust be presented to Council on 24 September 2020.

i)          that the exempt business cases set out in Appendices 1 and 2 to the submitted report be noted;

ii)         that the principle set out in recommendation 3.1.1 of the exempt submitted report be supported; and

iii)        that the proposals set out in recommendation 3.1.2 of the exempt submitted report be supported.

That the Leader of the Council recommends to Council that:

The land edged red in Appendix 1 of the submitted report, be transferred to TorVista Homes for the delivery of housing at nil value in return for nomination rights under section 25 of the Local Government Act 1988.  In the event that the delivery of housing development is undeliverable or not viable due to planning constraints then the land would then be disposed of at full open market value with the Council retaining all receipts generated.

That the Former Police Station at Bolton Cross, Brixham (now Brixham Museum) be listed on the Council’s list of assets of community value by 16 April 2020.

That the Annual Report (2018-2019) of the Virtual School Governing Body be approved enabling its publication on the Virtual School’s webpage.

Plainmoor Stadium is currently listed as an Asset of Community Value ('ACV'). This listing will expire on 31 March 2020. An application to relist has been received and must be determined by the Cabinet.

That Plainmoor Football Stadium be re-listed on the Council’s list of assets of community value from 1 April 2020.
