(i)         that separate Building Notice fee be introduced for certain types of building controlled work as set out in Appendix 1 to this Record of Decision. The introduction of a Building Notice fee reflects predominantly the type of work carried out on domestic properties where the homeowner chooses not to submit full plans prepared by architectural agents; and

(ii)        that standard charges for other types of domestic building control work has also been increased, as set out in Appendix 1 to this Record of Decision.

(i)         that the Torbay Childcare Sufficiency Report (September 2019) set out at Appendix 1 to the submitted report be approved and published; and

(ii)        that Cabinet receive an update on the progress of implementing the actions in the Torbay Childcare Sufficiency Report at a meeting in May 2020.

(i)         to request that organisers of all public firework displays within Torbay advertise them in advance of the event, allowing residents to take precautions for their animals and vulnerable people;

(ii)        to support public awareness about the impact of fireworks on animal welfare and vulnerable people – including the precautions that can be taken to mitigate risks;

(iii)       to write to the UK Government urging them to introduce legislation to limit the maximum noise level of fireworks to 90 decibels for those sold to the public for private displays; and

(iv)       to encourage local suppliers of fireworks to stock ‘quieter’ fireworks for public display.

(i)         to remain with the ‘Devon Energy Group’ and purchase our energy requirements through the Group; and

(ii)        to contract with Laser Energy Group (Kent County Council) to procure, manage and supply Torbay Council’s gas and electricity needs from 1 October 2020, for four years.

That the revised timetable attached at Appendix 1 to this Record of Decision be approved.

That that Memorandum of Understanding between Torbay Council and The Oldway Trust, as set out in Appendix 1 to this Record of Decision, be approved.

That the recommendations of the Parking Operations Panel to implement pay and display parking at Oldway Mansion, Paignton, as shown on the Plan attached at Appendix 1 to this Record of Decision, be approved.

That, subject to the removal of the proposed build outs, the recommendation of the Parking Operations Panel to implement pay and display parking at Marine Drive, Paignton, as set out in Appendix 1 to this Record of Decision, be approved.

That £27,000 be allocated from the strategic allocation for Network Resilience to install new variable message signs on Torbay Road, Torquay seafront, to be funded from the Transport Capital Funding prior to March 2021.
