Minutes:

The Minutes of the meeting of the Community Governance Review Working Party held on 1 July 2019 were confirmed as a correct record.

The Democratic Services Team Leader provided an overview of the submitted detailed consultation plan which provided details on the key elements of the Phase 2 consultation in respect of New Town Councils – delivering services with local communities.

 

Members noted that consideration was being given to holding a roadshow in St Marychuch precinct but they suggested the merits of holding an event in the Churston area due to the uncertainty of which Town Council this may fall within.  Due to the nature of the area Members’ asked if Churston with Galmpton could consider setting up its own Town Council rather than becoming part of Paignton or Brixham.  The Democratic Services Team Leader informed the Working Party that any suggestions from the community would be welcome and that it would be helpful to have detailed reasons behind any alternative proposals so that this could be considered alongside other consultation responses, legislation and government guidance.

 

All Councillors were asked to promote the review in their communities and encourage members of the public to respond to the consultation.  Councillor Kennedy advised that Ward Councillors were holding a surgery in the Hookhills Community Centre at 6.00 pm on 18 September 2019 to engage with the people in that area and that the review could be raised at the surgery.

 

Resolved:

 

(i)         that the submitted consultation plan be endorsed;

 

(ii)        that the Director of Corporate Services be requested to consider amending the times for the town centre roadshows to 10.00 am to 1.30 pm as members felt this was the most busy time for people to visit these areas;

 

(iii)       that the Director of Corporate Services be requested to consider holding a roadshow event in the Churston area; and

 

(iv)       that a copy of the consultation plan be circulated to all members with a request to provide feedback to the Consultation Team within 48 hours so that the Director of Corporate Services, in consultation with the Chairman of the Community Governance Review Working Party, can determine any further minor amendments to the plan.
