Matters Arising

Minutes:

CR advised the Working Party that he, KM, Steve P and the Mayor met with Neil Worrell to discuss his proposal. At present he has no investor or developer to progress the proposal further. NW is attending the meeting later today.

 

Project Manager Appointment - update - CR advised that he went to Cardiff and met with Neil Richardson who worked on a previous development similar to Oldway. The development was funded by HLF and is now open and running successfully. CR sent Neil’s CV to the Working Party for all to read. CR advised that he has invited him to visit Oldway with David Clarke on 10th January and suggested that this should be next date for the Oldway Working Party.

ACTION - LS

 

Electricity Update - KM advised that this was covered at the previous meeting but he has a meeting with TDA to discuss utility usage next week and will be including specific questions regarding Oldway.

 

Future membership of the Working Party - CR asked for this item to be put on hold.

 

Police interest at Oldway – The Working Party were advised that the Police Firearms unit would like to sue the building for training. LS arranging a meeting for the New Year. KM advised that he has received interest from the police to be located at Oldway. The TDA have been asked to pursue this enquiry and the Working Party will be kept updated on any progress. 

 

CR asked if there is an update on possible caretaker being located on site - KM indicated that he will take further advice from the TDA.  ACTION - KM

 

Possible future events update - Christmas tree sales - KM advised that the TDA contacted Marldon Christmas Tree Farm but there was no response.

 

David Watts/Anthony Hill are still interested in staging an exhibition event at Oldway about Oldway being used as a hospital - CR advised would like this event to go ahead with Friends of Oldway being involved which could assist with raising awareness for Oldway. CR advised that they are looking to hold the event in early April. DT commented that we should be looking to involve Community Partnerships and charging an entrance fee which would be used to raise money for Oldway.

 

CR advised that from the open days, the potential trust or CIO could be promoted within the community. DCA can help with setting this up.

 

Historic England visit update - no further update

 

116.

Progress on dry rot

Minutes:

KM advised that he has sent the report that Timberwise carried out to CR which states that the costs to resolve the issue would be £150,000. KM read out email received from the TDA which is from Historic England’s architect that states they are not in agreement with the proposal and the main focus should be to remove the water leaks and they recommend a further report from an Environmental Consultant. KM advised he is approving all works to address leaks as and when they are identified. All agreed to commission a further report from an Environmental Consultant recommended by Historic England. ACTION - KM/LS/TDA

Budget update

Minutes:

KM provided a recent budget update for Oldway and ran through it with the Working Party.

 

KM confirmed that he is still working with different departments to try and reduce the ongoing operational costs.

 

KM advised that he has authorised TDA to commission works for a leak from the roof which has been identified this week. ACTION - LS to send out the pictures sent through on this to the Working Party.

 

118.

DCA Consultancy further work

Minutes:

CR advised he has created a list that he would like DCA to take forward and read out the list to the Working Party.

 

David Clarke will be attending the next Working Party meeting on 10th January and the Friends of Oldway AGM on 24th January.

 

MG advised that there is a new Executive Director for Torbay Culture who is Martin Thomas who has experience working with HLF with regards to funding opportunities.

 

119.

TDA Ongoing maintenance - does the Working party wish this to continue?

Minutes:

KM advised that he would like confirmation from the Working Party with regards to TDA carrying out maintenance for Oldway that he commissions on behalf of the Oldway Working Party. CR advised he would like clarification from the TDA that they are committed to the works. All agreed to keep this under review. KM will provide for the next meeting the works commissioned by TDA re Oldway - ACTION - KM

 

120.

Discuss proposal received from John Hall, Burnham Development Somerset LTD

Minutes:

This proposal was sent out by email by LS for all to read prior to the meeting. The proposal was discussed and it was agreed that KM will reply to advise that it has been considered by the Working Party but we will not be looking to take this forward - ACTION - KM

Neil Worrell attending at 4 pm to answer any questions with regards to proposal he submitted

Minutes:

CR introduced NW to the Working Party. NW provided the Working Party with an update on his company and prior experience. He then went on to explain his proposal for Oldway. Members of the Working Party then asked questions about NW’s proposals. CR thanked NW for attending and providing the opportunity for questions to be asked. After NW left the Working Party meeting, the Working Party determined to take no further action.

 

122.

Any other business

Minutes:

KM read out an email received from the Mayor with regards to an interested party who he recently showed round Oldway but is not sure who the interested party is so KM will endeavour to find out more information and feedback to Working Party. ACTION - KM

 

KM advised that he has received an email from an interested party with regards to opening a cafe in Oldway - LS will send round to everyone for their information - ACTION LS

 

KM advised that the TDA had requested that the Rotunda should be made out of bounds for access due to unsafe structure. The Working Party agreed.
