Decision:

That the recommendations of the Parking Operations Panel to implement pay and display parking at Oldway Mansion, Paignton, as shown on the Plan attached at Appendix 1 to this Record of Decision, be approved.

Reasons for the decision:

To ensure a consistent approach for Torbay Council owned car parks across the bay and to enable dedicated coach parking to be provided at Oldway Mansion, Paignton.

This decision will come into force immediately.

Information:

At the meeting of the Council’s Parking Operations Panel held on 6 September, Members considered the submitted report (attached to this Record of Decision) on a proposal to introduce pay and display parking at Oldway Mansion, Paignton.  This was in line with the budget proposals developed for 2019/2020 which included an increase in income of £5,000 as a result of increased parking measures.

 

The Panel recommended that Option 4 – to introduce pay and display parking at this location with an exemption for 15 minutes at the start and close of the school day for a park and ride scheme for parents and carers of children at Oldway Primary School.  This will include the use of all Torbay Council parking permits in this car park.

 

The Oldway Mansion and Estate Working Party were consulted on 14 October 2019 and supported this proposal.

 

The Interim Director of Place considered the recommendation of the Parking Operations Panel and his decision is set out below.
