That, subject to the removal of the proposed build outs, the recommendation of the Parking Operations Panel to implement pay and display parking at Marine Drive, Paignton, as set out in Appendix 1 to this Record of Decision, be approved.

To ensure a consistent approach for on street parking in Torbay in line with the Council’s approved Parking Strategy.

This decision will come into force immediately.

Following a meeting of the Council’s Parking Operations Panel, the Interim Director of Place, in consultation with the Executive Lead for Community Services (on 21 January 2019), agreed:

“to defer the decision to implement pay and display (on-street) parking at Marine Drive, Paignton, be deferred to allow the Highways and Parking Teams to monitor the turnover of bays and to observe vehicle parking in the adjacent streets to better understand the likely impact of displacement if motorists were to decide not to pay and seek alternative on-street parking nearby.  Observations should cover the upcoming Easter and Whitsun holiday periods as well as usage outside of school holidays.  The findings of such monitoring/observations to be presented to a future Parking Panel, after 1 June 2019, so that a final decision can be reached.”

The Panel met on 6 September 2019, Members considered the submitted report which set out the results of the monitoring exercise (attached to this Record of Decision) on a proposal to introduce pay and display parking at Marine Drive, Paignton and recommended that it be introduced. 

The Interim Director of Place considered the recommendation of the Parking Operations Panel and his decision is set out below.
