That the revised Discretionary Reduction in Council Tax for Care Leavers Policy attached to this record of decision be approved.

To enable the revised Discretionary Reduction in Council Tax Care Leavers Policy to be implemented.

This decision will come into force immediately.

Information:

The Council Tax Base report for 2018/2019 approved by Council included provision for the following being delegated to the Head of Finance (now known as the Chief Finance Officer) (Minute 143/12/17 refers):

 

(a)       the creation of an additional class of local discretionary council tax discount of up to 100% for care leavers, (that were in the care of Torbay Council), up to 25 years of age with effect from 1 April 2018 be approved; and that the policy for the eligibility criteria for the scheme; and

 

(b)       to create a Policy (with associated eligibility criteria), whereby Torbay Council care leavers up to 25 years of age, who live outside of the area, can apply for grants to assist them with their Council Tax.  The cost implications of this Policy to be included within the budget setting process.

 

The Discretionary Reduction in Council Tax Care Leavers Policy has been reviewed by the Chief Finance Officer, in consultation with the Director of Children’s Services, Elected Mayor and Executive Lead for Children’s Services, and the final Policy is attached to this record of decision.
