(i)         that the Terms of Reference set out at Appendix 1 to this Record of Decision be approved for formal publication on 14 January 2019;

(ii)        that the Consultation Wording set out at Appendix 2 to this Record of Decision be approved for use as the basis for all communications in respect of the Community Governance Review; and

(iii)       that the Overarching Communications Plan set out at Appendix 3 to this Record of Decision be approved.

To sign off the final documents in order to commence the Community Governance Review of Torbay from 14 January 2019.

At the meeting of Council held on 20 September 2018 (Minute 83/9/18 refers), members instructed the Director of Corporate Services to undertake a Community Governance Review with a view to considering the principle of three Town Council’s across the entirety of Torbay and established a cross party Community Governance Review Working Party to oversee impartially and objectively the implementation of the review.

The Working Party met on three occasions to consider the proposed Terms of Reference and Communications Plan for the review which have been developed and supported by the Working Party.

There is a statutory process which has to be followed in order to commence the review which starts with the publication of the Terms of Reference for the Review (attached at Appendix 1 to this Record of Decision) and a formal consultation which will commence on 14 January 2018.  Details of the communications wording and outline plan are set out in Appendices 2 and 3 to this Record of Decision.
