Decision:

To enter into an alliance contract with Shekinah for the delivery of Housing First Service in Torbay from February 2019 until 31 March 2021.

Reasons for the decision:

Shekinah had sourced funding for a Crisis report on the evaluation of Housing First in Torbay and have invested resources to supply surrounding services for Housing First e.g. volunteering, employment services.

Alternative options considered:

None.  A full procurement process was not undertaken due to the time constraints and investment input to project by Shekinah.   A procurement waiver has been signed off to this effect.

Implementation:

This decision may be implemented immediately.  Any delay likely to be caused by the call-in process would prejudice the Council’s and the public’s interest.  The Overview and Scrutiny Co-ordinator was consulted on 7 January 2019 and agreed that the decision was urgent.

Information:

Following the publication of the Crisis report which provided an evaluation of Housing First in Torbay it is proposed to enter into an alliance contract with Shekinah for the delivery of a Housing First Service in Torbay to support rough sleepers through a co-ordinated support approach.
